In the intel(ligence) field, knowledge is often used as a currency. Knowledge of an actor’s “hobbies” grants the affected agencies a tremendous amount of leverage (or “currency”) that they can use at a future date. Blindly reporting every incident to law enforcement is like using $100 bills for cigarette paper.
